Belief in Christ is preceded by the work of the Holy Spirit, as the Apostle said: "No one can say that Jesus is Lord except by the Holy Spirit" (1Cor. 12:3). This fact explains why the Holy Spirit came down upon Cornelius and those with him before their baptisms. it was a preliminary work of the Holy Spirit, different from the descent of the Holy Spirit whom the faithful received by the laying on of hands (Acts 8:17), and then by the Holy Anointing (1 Jn. 2:20,27).
